Pennsylvania runs its own check. Every dealer sale and transfer goes through the Pennsylvania Instant Check System operated by the State Police, which costs two dollars per buyer plus a three-dollar surcharge on each firearm bought from a dealer. There is no purchase permit and no waiting period, but private handgun sales cannot be done face to face: they must go through a licensed dealer or a county sheriff's office, with limited exemptions for close family. Federal ages apply at the dealer, and a record of sale is filed for each handgun.

Pennsylvania is not a permitless carry state. Carrying a concealed firearm on your person, or a firearm in a vehicle, without a license is a felony outside your home or fixed place of business. The License to Carry Firearms is issued by the sheriff of the county where you live, or by the chief of police in Philadelphia, to applicants 21 and older, and the issuing office has 45 days to decide. Open carry is generally lawful without a license outside Philadelphia, but the licensed route is the safer one.
